The MTA is seeking an experienced Project Manager Telecom Expense Management (TEM) to support the management, analysis, and optimization of telecommunications expenses, including wireless, voice, data, mobile, landline, cloud, and related IT services.
The consultant will analyze large volumes of telecom billing, inventory, usage, vendor, and financial data to identify billing discrepancies, cost-saving opportunities, spending trends, and process improvements. The role will also support budgeting, forecasting, vendor payments, contract funding, reporting, and executive-level presentations.
The ideal candidate will have strong Telecom Expense Management, financial analysis, invoice auditing, data analysis, budgeting/forecasting, and reporting experience, along with hands-on knowledge of Excel, ServiceNow, PeopleSoft, and Power BI .
Key ResponsibilitiesManage and optimize Telecom Expense Management processes for wireless, voice, data, mobile, landline, cloud, and related IT services.
Analyze large volumes of telecom billing, inventory, usage, and financial data to identify trends, discrepancies, inefficiencies, and cost-saving opportunities.
Review and audit telecom carrier invoices to identify overcharges, billing errors, unused services, and other cost inefficiencies.
Reconcile telecom asset and billing information between ServiceNow and wireless carrier portals/databases.
Analyze approximately 30,000 mobile device records and identify discrepancies across carrier and internal systems.
Review and process zero-usage reports to identify unused or underutilized mobile services and potential cost reductions.
Analyze vendor expenses and compare actual spending against contract funding and approved budgets.
Track planned versus actual expenses and investigate budget and project spending variances.
Prepare monthly, mid-year, and year-end financial forecasts and expense reports.
Support annual budget planning, procurement forecasting, contract modifications, and vendor payment activities.
Develop and improve processes for invoice reconciliation, expense tracking, reporting, exception management, and data validation.
Prepare operational, financial, project status, and executive-level reports and presentations.
Develop dashboards and visual reports using Power BI, Excel, and ServiceNow .
Maintain historical telecom expense and usage data for trend analysis, budgeting, and forecasting.
Identify trends and provide recommendations to leadership regarding telecom spending, utilization, and cost optimization.
Gather business requirements, understand business needs, and translate them into effective processes and reporting solutions.
Communicate complex financial and analytical findings clearly to management and executive leadership.
Support automation and improvement of manual processes related to telecom expense management and reporting.
Work with internal stakeholders, vendors, carriers, and IT teams to resolve billing, asset, and financial discrepancies.
10+ years of professional experience in project management, financial analysis, telecom expense management, IT expense management, or a related field.
Strong experience with Telecom Expense Management (TEM) and telecom/wireless expense analysis.
Hands-on experience analyzing and auditing telecom invoices, carrier billing, usage, and charges .
Strong financial analysis, budgeting, forecasting, and project spend tracking experience.
Experience identifying cost-saving opportunities, billing errors, overcharges, and spending inefficiencies .
Strong experience working with large datasets, databases, financial reports, and vendor reports.
Advanced Microsoft Excel skills, including Pivot Tables and large-scale data analysis.
Experience with ServiceNow reporting, dashboards, and asset information.
Experience with PeopleSoft and financial systems.
Experience developing reports and dashboards using Power BI .
Strong analytical, problem-solving, organizational, and quantitative skills.
Excellent written and verbal communication skills.
Ability to independently research, analyze, and present complex information to leadership.
Ability to manage multiple priorities, meet tight deadlines, and perform high-volume work accurately.
